Step-by-Step Instructions
  1. Prepare Potatoes: Peel and quarter russet potatoes. Boil in salted water until fork-tender. Drain and mash with warm milk, butter, and salt.
  2. Cook Meat Filling: Heat oil in skillet. Add ground beef/lamb, cook until browned. Drain excess fat.
  3. Add Vegetables: Stir in chopped onion, minced garlic, and chopped carrots. Cook until soft. Add frozen peas and warm through.
  4. Thicken Filling: Add flour to mixture, stir well. Gradually add beef broth and tomato paste, simmer until thickened. Season with Worcestershire, thyme, and pepper.
  5. Assemble Casserole: Spread meat filling in baking dish, top with mashed potatoes, smoothing out. Create peaks and ridges with a fork.
  6. Bake: Preheat oven to 400°F. Bake for 20-25 minutes until bubbling and golden brown. Broil for extra crispiness if desired.
  7. Serve: Allow to rest before serving. Garnish with parsley if desired.
